On page 5, after line 20, insert the following:
     "(2) A participant must have written procedures to comply with subsection (1) of this section. The written procedures must be submitted to and approved by the attorney general prior to participation in the network. If a participant intends to change procedures, the changes must be submitted and approved by the attorney general prior to any change in procedures by the participant."

     Renumber the remaining subsections consecutively and correct any internal references accordingly.

     On page 6, line 30, strike "or"

     On page 6, line 32, after "participant" insert ";
     (8) Fails to submit written compliance procedures with the attorney general or fails to submit changes to the written procedures; or
     (9) Participates in the network prior to having the written compliance procedures approved by the attorney general or makes changes to approved procedures before those changes are approved by the attorney general"
