On page 6, after line 32, insert the following:
"NEW SECTION. Sec. 5 (1) The legislature finds that the
practices covered by this chapter are matters vitally affecting the
public interest for the purpose of applying the consumer protection
act, chapter 19.86 RCW. A violation of this chapter is not reasonable
in relation to the development and preservation of business and is an
unfair or deceptive act in trade or commerce and an unfair method of
competition for the purpose of applying the consumer protection act,
chapter 19.86 RCW.
(2) Any person or participant is not subject to subsection (1) of
this section to the extent that they are in compliance with the
provisions in section 3(1) of this act and do not lose immunity due to
the provisions of section 4 of this act."
Renumber the remaining sections consecutively, correct any internal references accordingly, and correct the title.
EFFECT: A violation of the standards of use are violations of the consumer protection act.
