   On page 1, at the beginning of line 11, insert "(1)" 

   On page 1, after line 13, insert the following:

   "(2) Any candidate or campaign receiving public funds to finance a local political campaign must return the funds to the local government providing the funds if the candidate or a member of a campaign's authorized committee uses public funds:

   (a) To make statements or take action to influence the election of a candidate for other office, a proposed initiative, a proposed referendum, or any other ballot measure; or

   (b) For personal gain."

EFFECT: Requires that any recipient of public funds to finance a local political campaign return the funds to the local government if a candidate or a member of a campaign's authorized committee uses public funds: a) to make statements or take actions to influence other races or proposed ballot measures, including initiatives and referenda; or b)for personal gain.
