   On page 2, beginning on line 5, strike all of subsection (2)

EFFECT: Removes the requirement that a motorcycle driver meet the current financial responsibility requirements in order to turn left through an inoperative traffic signal. Also removes the penalty for turning left through an inoperative traffic signal without meeting the current financial responsibility requirements.
