   On page 5, after line 11, insert the following:

   "NEW SECTION. Sec. 12. This act takes effect January 1, 2009."

   Correct the title.

EFFECT: Changes the effective date to January 1, 2009 (instead of from 90 days after adjournment of session in which bill is passed).
