   On page 7, line 31, after "(4)" strike all material through "tools" on line 37 and insert:

   "Participate in the Washington climate change challenge established by executive order 07-02, and discuss the feasibility of using a life-cycle model to identify a project's carbon emissions, identify ways to reduce the carbon footprint of state transportation projects, and give specific consideration to alternative approaches for reducing carbon emissions, including low-carbon fuels, reduction in vehicle miles traveled, investments in public transportation, techniques in demand management, and other efficiency tools"

EFFECT: Removes the department of transportation's duty to assess the life-cycle carbon emissions and alternative approaches for reducing carbon emissions of certain transportation projects, and requires that the department participate in the climate change challenge established by executive order, to specifically discuss the feasibility of using a life-cycle model for identifying a project's carbon emissions and to identify ways to reduce the carbon footprint of state transportation projects.
