   On page 7, line 4, after "report" insert "to the legislature and governor"

   On page 9, line 2, after "the" strike "transportation commission" and insert "office of financial management"

EFFECT: Clarifies that the baseline attainment report is to be submitted to the legislature and the governor. Corrects an error that states the Transportation Commission is responsible for the attainment report, when it is the Office Financial Management that is responsible for the attainment report.
