   On page 21, after line 2, insert the following:

   "NEW SECTION. Sec. 24. (1) To facilitate establishing priorities in government spending, this act shall be null and void if funding necessary to implement this act is not fully offset by specific reductions to maintenance-level appropriations referencing a particular agency purpose and funding.

   (2) For purposes of this section, funding is fully offset if, by June 30, 2007, the omnibus appropriations act:

    (a) contains specific funding for this act;

    (b) contains specific reductions to maintenance-level appropriations, referencing a particular agency purpose and funding, in an amount equal to the amount referenced pursuant to (a) of this subsection; and

    (c) the provisions required by (a) and (b) of this subsection reference this act by bill or chapter number."

    Correct the title.

EFFECT: Provides that the bill is null and void if the funding required to implement the bill is not fully offset by reducing funding from maintenance-level appropriations in another agency or program.
