   On page 4, line 16, strike "2007" and insert "2008"

EFFECT: Extends the time for the regional task force to submit its report to the Legislature, from December 15, 2007 to December 15, 2008. Modifies the date by which the Legislature intends to form a regional governance authority from January 1, 2009 to no sooner than January 1, 2009.
