   On page 2, after line 16, insert

   "(6) This section is only applicable to counties, and the cities and towns within those counties, with populations in excess of one million five hundred thousand people."

EFFECT: Only counties with populations over 1,500,000, and the cities and towns within those counties, must comply with the requirements and restrictions related to siting and enforcing regulations on temporary encampments for the homeless.
