   On page 5, after line 26, insert the following:

   "NEW SECTION. Sec. 5. This act takes effect only if the higher education coordinating board amends the strategic master plan for higher education, by reference to this act by bill or chapter number, to include provisions outlining the state's need for a branch campus of the University of Washington at Everett. Nothing in this section shall be interpreted to mean that the higher education coordinating board is required to create the provisions outlined in this section. If the action described in this section is not implemented by July 1, 2008, this act is void in its entirety."

EFFECT: Specifies that the entire act is void if the HECB does not amend the strategic master plan for higher education to include provisions outlining the state's need for the Everett campus by July 1, 2008.
