   On page 65, beginning on line 30, strike all of subsection (b)

   Correct internal references accordingly.

EFFECT: Removes the limited authority provided to the Department of Social and Health Services to transfer funds that are provided solely for a specific purpose when caseload and utilization entitlement costs exceed amounts appropriated and after unspent discretionary funds have already been transferred from other programs.

FISCAL IMPACT: No changes are made to appropriated amounts.
