On page 299, line 7, increase the general fund--state appropriation for FY 09 by $2,500,000.
On page 299, line 11, correct the total.
On page 301, after line 30, insert:
"(14)$2,500,000 of the general fund--state appropriation for fiscal year 2009 is provided solely for the early childhood education and assistance program with the following conditions:
(a)At least $500,000 of the amount provided in this subsection shall be used to implement and pilot program for a state funded early head start program. The pilot program shall be modeled on the federal early head start program and shall serve children from birth to three years old;
(b)The remaining amounts provided in this subsection shall be used solely to solicit participation from and to select early childhood education and assistance program providers to receive an enhanced vendor rate that shall be at the average federal head start funding level for Washington state. The selected providers shall deliver the same services and meet the same standards that the federal head start program offers, including increased classroom hours, increased home visiting services, services to more children with disabilities, and a fuller range of comprehensive health services."
EFFECT: Directs the department of early learning to establish a state funded early head start pilot program and increase vendor rates for selected ECEAP providers willing to meet federal head start childcare standards.
FISCAL IMPACT:
Increases General Fund-State by $2,500,000.
