   On page 5, after line 9, insert the following:

   "(8) Nothing in this section shall be construed to be inconsistent with chapter 28A.155 RCW or the rules adopted thereunder."

EFFECT: Provides that the section regarding the use of restraints shall not be construed to be inconsistent with state laws and rules regarding special education.
