   On page 1, line 13, after "rejection." insert "Any candidate or campaign receiving public funds to finance a local political campaign must return the funds to the local government providing the funds if the candidate or a member of a candidate's authorized committee uses the funds for personal gain."

EFFECT: Requires the return of public funds if the candidate or a member of the candidate's authorized committee uses the funds for personal gain.
