Strike everything after the enacting clause and insert the the following:
"NEW SECTION. Sec. 1. (1) The secretary of state shall study the feasibility of allowing voter registration during the period after the close of the registration up to and on election day. The study shall include the following:
(a) A comparison of election day voter registration and vote-by-mail as methods of increasing voter turn-out;
(b) Consideration of the anticipated change in the number of individuals choosing to register to vote during this period and on election day itself;
(b) An evaluation of the expected change in public perception of the integrity of the election process;
(c) A summary of the support or concerns of each county election official;
(d) An evaluation of and recommendations on the procedural changes necessary to ensure there is no increase in voting by individuals ineligible to vote;
(e) Recommendations regarding enforcement policy changes necessary to guarantee that only eligible voters are voting; and
(f) Recommendations for policy changes necessary to increase the integrity of the voter registration database regarding the accuracy of registered voters' residential addresses and eligibility to vote.
(2) The secretary of state shall report its findings and recommendations to the appropriate committees of the house of representatives and senate no later than December 1, 2008."
Correct the title.
EFFECT: Strikes the underlying bill. Requires the Secretary of State to conduct a feasibility study on implementing late voter registration from the close of registration up to and on Election Day to be submitted to the House and Senate by December 1, 2008. The report must consider Election Day voter registration in comparison to vote-by-mail as a method of increasing voter turn out, the anticipated number of individuals registering to vote during this period, and policy recommendations to ensure the integrity of the voter registration database.
