   On page 6, after line 33 of the amendment, insert the following:

   "NEW SECTION. Sec. 5. If the secretary of state determines that the 2007-09 omnibus operating budget appropriations act or any other legislation provides insufficient funds for full implementation of this act, the secretary of state shall prioritize counties required to implement the act based on population of eligible voters, prioritizing those with the lowest populations."

   Renumber following section consecutively.

EFFECT: Provides that if the Secretary of State determines that sufficient money is not appropriated to implement the act, the Secretary of State shall prioritize counties to implement the act based on the population of eligible voters, prioritizing those with the lowest population.
