   On page 2, after line 2, insert the following:

   "Each member state shall prohibit a person who has been determined by a court to be incapacitated or incompetent and who is under guardianship from voting."

EFFECT: Requires each member state from allowing persons under guardianship due to a court determination of incompetence or incapacitation from voting.
