   On page 7 of the amendment, after line 13, insert "(c) "Long term financial commitment" does not include a contract between the Bonneville power administration and a consumer-owned utility for the provision of retail power or wholesale power to end-use customers in this state."

   On page 8 of the amendment, line 31, after "(5)" insert "All contracts between Bonneville power administration and consumer-owned utilities are deemed to be in compliance with this section.

   Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT: Specifies that a long-term financial commitment does not include a contract between the Bonneville Power Administration (BPA) and a consumer-owned utility for retail or wholesale power to end-use customers. Specifies that contracts between the BPA and consumer-owned utilities comply with the greenhouse gases emissions performance standard.
