On page 30, line 31, after "earlier." insert "However, upon the release of the offender the department shall present a compelling, articulable justification why the release of the offender will or will not present a risk of danger to the public."
EFFECT: Requires that when an offender who is on community custody, community placement, or community supervision commits a new felony and is being released from total confinement the DOC must present a compelling, articulable justification why release of the offender will or will not present a risk of danger to the public.
