EFFECT: Requires the Department of Corrections to attempt to recoup a loan recorded against an inmate participating in the Postsecondary Education Degree Loan Program two years from the inmate's date of release from total or partial confinement, instead of no sooner than two years from the inmate's date of release from total or partial confinement.
