"NEW SECTION.  Sec. 204   A new section is added to chapter 72.09 RCW to read as follows:
     When the department of corrections determines that the offender needs an alcohol or drug assessment for the purposes of developing an individual reentry plan, the assessment shall be performed in accordance with section 205 of this act.

NEW SECTION.  Sec. 205   A new section is added to chapter 72.09 RCW to read as follows:
     By July 1, 2008, the department shall develop standardized protocols for conducting alcohol and drug assessments of offenders committed to the jurisdiction of the department. Protocols must address:
     (1) Designation of staff who are qualified to conduct such assessments;
     (2) Consideration of the offender's past history including, but not limited to, the offender's blood alcohol level and other drug levels at the time of arrest, the offender's driving record, and any past alcohol or drug-related offenses committed by the offender;
     (3) Creation of a chemical dependency assessment summary to summarize information from the assessment; and
     (4) Procedures for obtaining a release of information from the offender to allow the sharing of information in appropriate circumstances to facilitate the offender's treatment and recovery."
