On page 32, after line 19, insert the following:
"NEW SECTION. Sec. 306 A new section is added to chapter 72.09
RCW to read as follows:
Whenever an offender serving a term of community custody who is
participating in an individual reentry plan is convicted of a new
crime, the department shall complete a performance review of the
offender's compliance with the offender's individual reentry plan and
of any of the department's actions, inactions, or policies, to
determine what may have contributed to the circumstances that allowed
recidivism to occur. Beginning January 1, 2008, the department shall
compile and submit copies of the performance reviews, including any
corrective measures taken to best ensure recidivism does not reoccur,
developed during the previous calendar year to the governor and the
legislature."
Renumber the remaining sections consecutively and correct any internal references accordingly.
EFFECT: Requires DOC to conduct a review when an offender on community custody commits a new crime to review the offender's compliance with the offender's individual reentry plan and any department actions, inactions, or policies to determine what may have contributed to the circumstances that allowed recidivism to occur. The DOC must report its findings to the Legislature by January 1, 2008.
