   On page 1, line 16, after "treatment" insert "or unless the computer is to be used to review communications and documents from the person's attorney relating to the person's commitment or detention under this chapter or to review any other legitimate attorney-client communications"

   On page 3, line 25, after "treatment" insert "or unless the computer is to be used to review communications and documents from the person's attorney relating to the person's commitment or detention under this chapter or to review any other legitimate attorney-client communications"

   On page 3, after line 25, insert the following:

   "NEW SECTION. Sec. 3. A new section is added to chapter 71.09 RCW to read as follows:

   (1) The department shall create a computer lab within the special commitment center for purposes of allowing supervised and monitored access to personal computers for residents of the special commitment center. A resident of the special commitment center may access a personal computer in the lab only if authorized under RCW 71.09.080(2).

   (2) Any personal computer in the lab must:

   (a) Not be capable of accessing the internet;

   (b) Not be capable of reading a thumbnail drive or flash memory; and

   (c) Not be capable of transferring data to a compact disc, DVD, or any other high-capacity memory storage medium.

   (3) The department shall supervise and monitor a resident's computer usage in the lab. Supervision and monitoring of communications between a resident and his or her attorney must be carried out in a manner that preserves the integrity and confidentiality of attorney-client communications.

   (4) Residents of the special commitment center may not access a personal computer unless it is within the computer lab."

Correct the title.

EFFECT: Allows civilly-committed sexually violent predators to access a personal computer for purposes of attorney-client communications. Requires the DSHS to establish a computer lab in the Special Commitment Center (SCC). Establishes criteria for computers in the lab. Requires the DSHS to supervise and monitor computer usage in the lab. Prohibits residents of the SCC from accessing computers outside the lab.
