   On page 1, line 24 of the amendment, after "(b)" insert "if the driver stops to receive or discharge passengers on a state highway,"

EFFECT: Allows drivers to stop at unmarked stop zones on highways that are not state highways, and allows drivers to do so regardless of the speed limit.
