   On page 2, line 19 of the striking amendment, after "(4)" insert "Nothing in this section constitutes a new mandate under this act nor gives rise to appeal or jurisdiction to a hearings board to hear petitions of noncompliance therewith.

   On page 5, beginning on line 21 of the striking amendment, strike all of section 5

   Renumber the remaining sections consecutively and correct any internal references.

EFFECT: (1) Adds non-mandate, non-appeal to provisions: obligating the Department of Community, Trade, and Economic Development to develop and provide advisory climate change response methodologies, a computer modeling program, and estimates of greenhouse gas emission reductions; and establishing a local government global warming mitigation and adaptation program (program). (2) Deletes provisions prohibiting Growth Management Hearings Boards from hearing petitions alleging noncompliance with the program.
