   On page 1, line 18 of the striking amendment, after "emissions" insert the following:

    "; (d) Americans cherish their freedom to drive in their choice of vehicle whenever they want; (e) that the government has failed to provide viable carbon-neutral alternatives in transportation that work in rural counties as well as cities; (f) that setting goals without addressing the reality of human behavior can be costly without achieving the desired affects; and (g) that extensive legal mandates that reduce the efficiency of transportation infrastructure and increase the cost of government must be considered and weighed prior to implementing any new policies to address climate change"

EFFECT: Adds additional intent language.
