   On page 6, after line 26 of the striking amendment, insert the following:

   "NEW SECTION. Sec. 6. (1) The joint legislative audit and review committee must review and analyze:

   (a) The progress made on reducing vehicle miles traveled as required by the department of community, trade, and economic development and the department of transportation as a result of sections 2 through 4 of this act;

   (b) The progress made on reducing global warming by any jurisdiction receiving grants or technical assistance under section 3 of this act; and

   (c) The cost-effectiveness of actions resulting from sections 2 through 4 of this act.

   (2) If actions resulting from sections 2 through 4 of this act have not produced a reduction in greenhouse gas emissions of at least 4 percent from 2008 levels, the joint legislative audit and review committee must address the viability of achieving the climate change goals established by executive order 07-02 under chapter 36.70A RCW.

   (3) The review and analysis required by this section must commence by January 1, 2012 and be completed by December 31, 2012.

   (4) This section expires January 1, 2013."

   Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Requires the joint legislative audit and review committee to, in 2012, review and analyze climate change related actions resulting from specific provisions of the underlying amendment.
