   On page 1, line 3 of the striking amendment, strike all of section 1 and insert the following:

   "NEW SECTION. Sec. 1. The legislature recognizes that the effects of greenhouse gas emissions on Washington are being studied by the Departments of Ecology and Transportation. The legislature does not intend for this act to duplicate existing mandates, and it acknowledges the need to avoid doing so.

   The legislature further recognizes that the causes of global warming have not been conclusively determined. The legislature, however, is willing to examine global warming issues and to solicit comments regarding the appropriateness and fiscal prudence of developing responses to climate change within the framework of the growth management act."

EFFECT: Deletes all underlying intent language and specifies new legislative intent.
