   On page 6, after line 26 of the striking amendment, insert the following:

   "NEW SECTION. Sec. 6. This act applies only to counties, and cities within those counties, with a population of at least one million seven hundred thousand."

   Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Limits the applicability of the act to those counties, and the cities within those counties, having a population of at least one million seven hundred thousand.
