   On page 6, after line 26 of the striking amendment, insert the following:

   "NEW SECTION. Sec. 6. A new section is added to chapter 36.70A RCW to read as follows:

   Nothing in sections 2 through 4 of this act authorizes a county or city to establish limitations on building permits or on the location of proposed structures for the purpose of mitigating climate change impacts through increased density."

   Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Specifies that nothing in certain provisions of the underlying amendment authorizes a county or city to establish limitations on building permits or on the location of proposed structures for the purpose of mitigating climate change impacts through increased density.
