   On page 18, after line 11 of the striking amendment, insert the following:

   "(4) This section applies prospectively only and may not be used to invalidate decisions or actions of an organization qualifying as a land use approval organization that were made prior to the effective date of this act."

EFFECT: The provisions limiting the authority of a land use approval organization apply prospectively to the decisions and actions of such an organization undertaken after the effective date.
