Strike everything after the enacting clause and insert the following:
"NEW SECTION. Sec. 1 A new section is added to chapter 28B.50
RCW to read as follows:
(1) Subject to funding provided specifically for the purposes of
this section, the state board for community and technical colleges, in
consultation with the exclusive bargaining representative of individual
providers under RCW 74.39A.270, shall allocate capital grants on a
competitive basis to up to four community college pilot sites for the
delivery of training and workforce development services for long-term
care workers required under chapter 74.39A RCW. Moneys must be used to
renovate or expand existing community college facilities, or to acquire
land and facilities in close proximity to a community college campus,
to accommodate programs that provide home and community-like long-term
care settings, including the installation of durable medical equipment
such as assistive devices, lifts, and remote technologies. Community
colleges eligible to participate in the pilot program must be located
in a county with a population of two hundred thousand or more.
Priority consideration must be given to community college applicants:
(a) With existing allied health care programs; and (b) that can
demonstrate tangible commitments to the project by business or other
community partners.
(2) This section expires July 1, 2015.
NEW SECTION. Sec. 2 A new section is added to chapter 28B.50 RCW
to read as follows:
By December 1, 2014, the state board for community and technical
colleges shall file a report with the capital budget and higher
education committees of the legislature regarding the pilot program
created in section 1 of this act. With respect to each community
college pilot site, the report shall include the following:
(1) The number of long-term care workers trained prior to the
college's participation in the pilot program and duration or extent of
such training;
(2) The number of long-term care workers trained subsequent to the
college's participation in the pilot program and duration or extent of
such training;
(3) The identity of community and business partners providing
tangible commitments to each pilot site, together with a detailed
description of those tangible commitments; and
(4) The amount of the grant moneys received, dates of receipt, and
a detailed description, including costs, of the renovation, expansion,
and acquisitions associated with the grant moneys.
NEW SECTION. Sec. 3 If specific funding for the purposes of this
act, referencing this act by bill or chapter number, is not provided by
June 30, 2008, in the omnibus appropriations act or the omnibus capital
appropriations act, this act is null and void."
Correct the title.
