On page 2, line 12, after "costs." insert "The person is also subject to suspension of his or her driver's license under section 3 of this act."
On page 2, after line 32, insert the following:
"NEW SECTION. Sec. 3 A new section is added to chapter 9.46 RCW
to read as follows:
If a juvenile thirteen years of age or older and under the age of
eighteen is found by a court to have committed a violation of section
2 of this act, the court shall notify the department of licensing
within twenty-four hours after entry of the judgment. The department
of licensing must revoke the juvenile's driving privileges under RCW
46.20.265.
NEW SECTION. Sec. 4 A new section is added to chapter 46.20 RCW
to read as follows:
(1) In addition to any other authority to revoke driving privileges
under this chapter, the department shall revoke all driving privileges
of a juvenile when the department receives notice from a court pursuant
to section 3 of this act.
(2) The driving privileges of the juvenile revoked under subsection
(1) of this section shall be revoked in the following manner:
(a) Upon receipt of the first notice, the department shall impose
a revocation for three months.
(b) Upon receipt of a second notice, the department shall impose a
revocation for six months.
(c) Upon receipt of a third or subsequent notice, the department
shall impose a revocation for one year.
(d) Each offense for which the department receives notice shall
result in a separate period of revocation. All periods of revocation
imposed under this section shall run consecutively up to the juvenile's
twenty-first birthday, and no period of revocation imposed under this
section shall begin before the expiration of all other periods of
revocation imposed under this section or other law. Periods of
revocation imposed consecutively under this section shall not extend
beyond the juvenile's twenty-first birthday.
(3)(a) If the department receives notice from a court that the
juvenile's privilege to drive should be reinstated, the department
shall immediately reinstate any driving privileges that have been
revoked under this section if the minimum term of revocation has
expired, and subject to subsection (2)(d) of this section.
(b) The juvenile may seek reinstatement of his or her driving
privileges from the department when the juvenile reaches the age of
twenty-one. A notice from the court reinstating the juvenile's driving
privileges shall not be required if reinstatement is pursuant to this
subsection."

On page 1, beginning on line 2 of the title, after "9.46.0305;" strike the remainder of the title and insert "adding a new section to chapter 9.46 RCW; adding a new section to chapter 46.20 RCW; and prescribing penalties."
EFFECT: A person under the age of eighteen who gambles or attempts to gamble is subject to a class 2 civil infraction, up to four hours of community restitution, court costs, and suspension of his or her driver's license. For the first offense the person's driver's license will be suspended for three months, for the second offense the driver's license will be suspended for six months, and for the third and subsequent offenses the driver's license will be suspended for one year.
