   On page 31, after line 37 of the amendment, insert the following:

   "New Section. Sec. 41. By January 1, 2008, the department of labor and industries must provide the legislature with the proposed rules to implement this act so that the legislature may review them before adoption. The rules may not be adopted by the department before March 1, 2008."

   Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: The Department of Labor and Industries must provide a copy of its proposed rules to implement the HVAC law by January 1, 2008, so the legislature can review the rules before their adoption.
