   On page 26, line 18, strike all of section 31 and insert the following: "NEW SECTION. Sec. 31. HVAC/R ELECTRICAL SPECIALTY. By July 1, 2009, and as prescribed by chapter 19.28 RCW. The electrical board and the department shall create a new electrical specialty allowing the certificate holder to install, maintain and repair all electrical wires and equipment included in all HVAC/R equipment or systems. The specialty shall not require more than six thousand hours of HVAC/R work experience to qualify to take the examination for certification and the work experience may be a combination of both electrical and mechanical work on HVAC/R equipment and systems. Trainees for this specialty electrical certificate shall be required to meet all the appropriate training requirements for specialty electricians provided in chapter 19.28 RCW. The department shall also create a new electrical contractor specialty license and electrical administrator specialty consistent with the electrical specialty defined in this section."
