   On page 7, line 7, after "RCW 36.70A.130(4)" insert "that occurs prior to December 31, 2014"

   Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: This sections adds a deadline by which counties' authority to designate an industrial land bank expires, tying it to the next review under RCW 36.70A.130(4). Since the referenced statute calls for such reviews evy seven years, the amendment clarifies that the deadline is the next review that occurs prior to December 31, 2014.
