   On page 3, on line 29 strike "Beginning July 1, 2010," and insert "If determined feasible for manufacturers to achieve and necessary to protect children's health, the department, in consultation with the department of health, may by rule require that".

   Effect of amendment: Lead standard is established at 90 parts per million unless following a review by the Dept. of Ecology and Dept. of Health a standard of 40 parts per million is established by rule. The review must determine that the standard is feasible to achieve and necessary to protect children's health.
