"In evaluating applications for a competitive project award, the board shall develop criteria, and the relative weight to be assigned criteria, in conjunction with the Washington state economic development commission. The criteria developed and applied in the application evaluation and approval process shall include the following and such other criteria as the board and the commission consider appropriate:"
