EFFECT: Removes the provision of the bill requiring cities to have jurisdiction over the issuance of anti-harassment protection orders. Also removes provisions of the bill requiring cities to appoint their part-time judges by utilizing a standardized appointment procedure involving a judicial nominating commission. Removes the emergency clause.
