   On page 2, after line 20 insert the following:

   "NEW SECTION. Sec. 3. A new section is added to RCW 44.04 to read as follows:

   Each member of the legislature shall pay a filing fee to either the chief clerk of the house of representatives or to the secretary of the senate for each bill he or she submits as prime sponsor in an amount equal to the filing fee for a proposed initiative or referendum under RCW 29A.72.010."

   EFFECT: Requires members of the legislature to pay a filing fee for each bill he or she submits that is equal to the filing fee paid by citizens for proposed initiatives or referenda under RCW 29A.72.010. (Under SB 5392, the filing fee is raised to one hundred dollars.)
