"or when employees are seeking decertification of their exclusive bargaining representative"

   On page 3, line 33 of the substitute, after "employees", insert the following:

"or when employees are seeking decertification of their exclusive bargaining representative"

   On page 5, line 3 of the substitute, after "employees", insert the following:

"or when employees are seeking decertification of their exclusive bargaining representative"

   Renumber the sections consecutively and correct any internal references accordingly.
