   On page5, after line 27, insert the following:

   "(5) In order for a county to fix and impose the local tax revenues for the purpose of this section, a county must submit an authorizing proposition to the county voters and it must be approved by a majority of the persons voting."

   Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: The taxes and the uses of the taxes must be authorized by a vote of the people in the county.
