   On page 5, after line 27, insert the following:

   "(5) Prior to beginning any improvements on a multipurpose public arena authorized under this section, a county must conduct an economic development analysis to determine whether or not the funds expended for the improvements on a multipurpose public arena are the best use of the funds."

   Renumber the sections consecutively and correct any internal references accordingly.
