On page 17, after line 5 of the amendment, insert the following:
"NEW SECTION. Sec. 9 A new section is added to chapter 28A.655
RCW to read as follows:
The legislature recognizes that in the 2006 legislative session,
the legislature directed the Washington institute for public policy to
conduct a statistical analysis of the Washington assessment of student
learning data to increase the understanding of the students who did not
meet the state standards, identify the characteristics of those
students, and identify possible barriers to student success on the
assessment. Additionally, the legislature required a review and
identification of additional alternative assessment options to augment
the current assessment system, including the review of the reliability
of the assessment measures, and challenges to implementation of the
assessment measures. The legislature finds that the institute provided
an interim report, which was a preliminary statistical analysis but
that additional information will be provided in the final study, which
is due to the legislature by December 1, 2007.
Notwithstanding RCW 28A.655.061 and 28A.655.065, the legislature
finds that the final report of the Washington institute for public
policy will assist the legislature to make the determination as to any
additional action that needs to be taken by the legislature. The
determination shall be made for each separate content area of reading,
writing, mathematics, and science.
This section expires January 30, 2008."
Renumber the remaining sections consecutively and correct any internal references accordingly.
