   On page 11, line 3, before "English" insert "(1)"

   On page 11, after "RCW 28A.655.061" on line 10, insert:

   "(2) Subject to the availability of funds, each school district shall prepare a student success plan for every student who meets the criteria provided in subsection (1) of this section. The student success plan shall be a comprehensive intervention plan and shall include the courses, competencies, and other steps needed to be taken by the student, school, and school district to assist the student in continued progress towards English and academic proficiency, including obtaining a certificate of academic achievement up to the time the student is age twenty-one. The plan may include before-or-after school sessions, Saturday school, and/or summer school."
