   On page 2, line 17, after "district." insert the following:

"School districts shall not use any funds received under this section to supplant any existing state, federal, or local funding used for library staff or programs."

EFFECT: Prohibits school districts from using the new $12 per students allocation to supplant any other existing state, federal, or local funding used for school libraries.
