Background: In 2005, the Legislature adopted the California motor vehicle emissions standards, excluding zero emission vehicle program regulations. This authorized the Department of Ecology to adopt rules effective only for those model years for which Oregon had adopted the California vehicle emission standards. Oregon and the Department of Ecology have completed rulemaking. The reference to the rules are effective only for those model years for which Oregon has adopted the California vehicle emission standards is obsolete.
Summary of Bill: The reference that rules are effective only for those model years for which Oregon has adopted the California motor vehicle emission standards is removed.

Staff Summary of Public Testimony: CON: The bill removes one of the requested amendments by the auto dealers on the 2005 Vehicle Emissions Standards provisions. It puts Washington citizens at a disadvantage to citizens in Oregon. We need to maintain parity with Oregon and ensure that parity continues if the California Motor Vehicle standards are revised.
