BILL REQ. #: H-1344.1
State of Washington | 60th Legislature | 2007 Regular Session |
Read first time 01/29/2007. Referred to Committee on Public Safety & Emergency Preparedness.
AN ACT Relating to automating the reporting requirements for ephedrine, pseudoephedrine, and phenylpropanolamine sales by establishing a state repository; adding a new section to chapter 69.43 RCW; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1 Washington currently requires retailers to
record sales of ephedrine, pseudoephedrine, and phenylpropanolamine in
either written or electronic logs. However, the legislature finds that
electronic logs are much more useful to law enforcement in their
efforts to prevent the manufacture of harmful methamphetamines.
Therefore, the legislature finds that requiring sales of ephedrine,
pseudoephedrine, and phenylpropanolamine to be kept in an electronic
format and submitted to a centralized repository is in the best
interest of the state and public safety.
NEW SECTION. Sec. 2 A new section is added to chapter 69.43 RCW
to read as follows:
The state board of pharmacy shall:
(1) Require the collection and maintenance of electronic logs to
record retail transactions involving ephedrine, pseudoephedrine, or
phenylpropanolamine; and
(2) Establish and maintain a repository of the electronic logs
furnished to the board under this chapter. This repository shall:
(a) Keep each log furnished to the board for a period of two years;
(b) Be capable of checking compliance against all local, state, and
federal laws, including interfacing with other states to assure
comprehensive compliance; and
(c) Be accessible to all city, county, state, and federal law
enforcement agencies.
