     TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE SECRETARY OF THE UNITED STATES DEPARTMENT OF AGRICULTURE:
     We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
     WHEREAS, Washington state citizens have encountered wildlife more frequently as the number of people in Washington state has grown; and
     WHEREAS, Washington state citizens have experienced increasing financial and physical hardships related to such increasing wildlife encounters; and
     WHEREAS, Past efforts of the United States Department of Agriculture (USDA)/Animal Plant Health Inspection Services (APHIS) in providing assistance to Washington state citizens in handling wildlife issues is greatly appreciated; and
     WHEREAS, Elimination or reduction of this USDA/APHIS funding will directly impact the citizens of Washington state by reducing their service and protection and increasing their financial and physical hardships;
     NOW, THEREFORE, Your Memorialists respectfully pray that the United States Congress and the Executive Branch immediately begin work to retain earmarked USDA/APHIS funding to reduce adverse wildlife impacts and the resulting financial and physical hardships on Washington state's citizens.
     BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George W. Bush, President of the United States, the Secretary of the United States Department of Agriculture, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
